Inefficiency, compartmentalization, specialization, bureaucracy, program barriers, and service gaps are among the many shorthand terms used to criticize the existing public, governmental service system and to justify the move toward alternative human service models. The thrust of many of the new proposals clearly appears to be a reaction to these deficiencies.  (41 pp.)
